==Background/Bio==&lt;br /&gt;
A skinny kid made from freckles and elbows, with tangled hair that looks brown unless the sun hits it just right, and then you can see the classic DeLaValle red hiding under the dirt. She doesn&#039;t play that card often -- she knows it can come back to bite her, and the other urchins would never forgive her putting on airs -- but every now and then, having noble blood opens a door or gives someone pause. &lt;br /&gt;
&lt;br /&gt;
Spanner remembers bits and flashes of her family. Her mother&#039;s smile, a comb that sparkled in the mirror as the maid fixed her hair, laughing in a garden. That all ended when a rival family took her family down -- a nasty business that left the whole family dead, along with most of the household staff, and was attributed to criminals. Spanner was spared thanks to Miggans, who helped with the family books and got her to safety. &lt;br /&gt;
&lt;br /&gt;
That was years ago. Now, Spanner runs the streets with the other urchins. Every now and then, Miggans checks in on her, always worried and sad because he can&#039;t do more. Beyond survival, the thing that keeps Spanner sane day to day is her art. She paints on the city walls, vivid colors she gets from the Artists&#039; Guild in exchange for odd jobs, and dreams of one day getting to join the ranks and be a real painter, doing work like the pieces she half-remembers from her childhood. Her work has gotten a mixture of anger from the city guards for spoiling the gray and brown buildings and surprised interest from some of the artistic minds of the city, who admire the passion of the work.&lt;br /&gt;
&lt;br /&gt;
Spanner is a terrible liar -- her face gets red and she blurts it out if she gets the words out at all, because mostly she just can&#039;t be bothered, even if she really should be bothered.&lt;br /&gt;
&lt;br /&gt;
Spanner wants to find out which family took down the DeLaValles and pay them back good. She doesn&#039;t much care for any nobles -- she thinks most of them know who did it but didn&#039;t lift a finger to stop them from murdering her mother and father and siblings -- but she&#039;ll work for them if she doesn&#039;t have to talk to them much. ==Background/Bio==&lt;br /&gt;
A skinny kid made from freckles and elbows, with tangled hair that looks brown unless the sun hits it just right, and then you can see the classic DeLaValle red hiding under the dirt. She doesn&#039;t play that card often -- she knows it can come back to bite her, and the other urchins would never forgive her putting on airs -- but every now and then, having noble blood opens a door or gives someone pause. &lt;br /&gt;
&lt;br /&gt;
Spanner remembers bits and flashes of her family. Her mother&#039;s smile, a comb that sparkled in the mirror as the maid fixed her hair, laughing in a garden. That all ended when a rival family took her family down -- a nasty business that left the whole family dead, along with most of the household staff, and was attributed to criminals. Spanner was spared thanks to Miggans, who helped with the family books and got her to safety. &lt;br /&gt;
&lt;br /&gt;
That was years ago. Now, Spanner runs the streets with the other urchins. Every now and then, Miggans checks in on her, always worried and sad because he can&#039;t do more. Beyond survival, the thing that keeps Spanner sane day to day is her art. She paints on the city walls, vivid colors she gets from the Artists&#039; Guild in exchange for odd jobs, and dreams of one day getting to join the ranks and be a real painter, doing work like the pieces she half-remembers from her childhood. Her work has gotten a mixture of anger from the city guards for spoiling the gray and brown buildings and surprised interest from some of the artistic minds of the city, who admire the passion of the work.&lt;br /&gt;
&lt;br /&gt;
Spanner is a terrible liar -- her face gets red and she blurts it out if she gets the words out at all, because mostly she just can&#039;t be bothered, even if she really should be bothered.&lt;br /&gt;
&lt;br /&gt;
Spanner wants to find out which family took down the DeLaValles and pay them back good. She doesn&#039;t much care for any nobles -- she thinks most of them know who did it but didn&#039;t lift a finger to stop them from murdering her mother and father and siblings -- but she&#039;ll work for them if she doesn&#039;t have to talk to them much. She doesn&#039;t play that card often -- she knows it can come back to bite her, and the other urchins would never forgive her putting on airs -- but every now and then, having noble blood opens a door or gives someone pause. &lt;br /&gt;

Spanner remembers bits and flashes of her family. Her mother&#039;s smile, a comb that sparkled in the mirror as the maid fixed her hair, laughing in a garden. Spanner was spared thanks to Miggans, who helped with the family books and got her to safety. &lt;br /&gt;

Beyond survival, the thing that keeps Spanner sane day to day is her art. She paints on the city walls, vivid colors she gets from the Artists&#039; Guild in exchange for odd jobs, and dreams of one day getting to join the ranks and be a real painter, doing work like the pieces she half-remembers from her childhood. Her work has gotten a mixture of anger from the city guards for spoiling the gray and brown buildings and surprised interest from some of the artistic minds of the city, who admire the passion of the work.&lt;br /&gt;

Spanner is a terrible liar -- her face gets red and she blurts it out if she gets the words out at all, because mostly she just can&#039;t be bothered, even if she really should be bothered.&lt;br /&gt;

Spanner wants to find out which family took down the DeLaValles and pay them back good. She doesn&#039;t much care for any nobles -- she thinks most of them know who did it but didn&#039;t lift a finger to stop them from murdering her mother and father and siblings -- but she&#039;ll work for them if she doesn&#039;t have to talk to them much. Her temper would get her into more trouble if not for Jenna, a fellow urchin who often reminds Spanner that punching up is fine, but punching down just makes you a bully.&lt;br /&gt;

Known as the BPI or simply the Bureau by those who work there, the Bureau of Paranormal Investigation was founded in 1947 in the wake of the infamous Roswell Incident. The Bureau&#039;s purpose is to investigate anything outside of the ordinary, including but not limited to reports of extraterrestrials, cryptids, psychic phenomena, and anything not explicable to modern science. Put simply, they deal with the weird stuff.&lt;br /&gt;
&lt;br /&gt;
In the decades that followed, the BPI slowly developed a core of talented and dedicated agents, even as it disappeared from public knowledge. It remains little known to this day, and is considered an undignified and low-status agency by its peers, the domain of crackpots and misfits. Nevertheless, it retains its status and government funding, due in part to certain highly-placed individuals who know some of the truth. Although nominally an offshoot of the FBI, the BPI functions as a semi-autonomous agency, coordinating with the FBI only in extreme cases. BPI agents often pass on information regarding mundane crimes to their FBI peers, earning their grudging appreciation.&lt;br /&gt;
