	In 1977, after driving the Invictus and Lancea et Sanctum out of Brooklyn, Queens and The Bronx, the Carthian-Acolyte alliance that formed the core of the Uprising decided to consolidate their position and form a government that reflected their principles. After much debate, the three Councils were formed, one for each borough. Every 10 years, the Kindred of each borough gather to vote by acclaim for their ~~Councillors~~.
