In the after math of the Atomic Brains destruction, secret portions of the government swore to never again let the fate of their nation lay soley in the hands of those so called heros.. Heros who might balk at doing.. what was.. needed.. to keep the nation safe from threats like the Brain. They searched the world for children of extrodenary talents, takeing them into their care (kidnaping was not unknown to them). From these children, they crafted killers, "hero's" molded to their own code. Placing nothing above what their handlers felt was the good of the nation.

Of the groups the Requiem Program created.. one stood apart from the rest.. more deadly, more sucessful, more vicious..
