First broadcast at the "Voice of the 'Verse" talent competition, a short security camera clip of MP: Miranda Falkan discussing the situation in Blue Sun. It suggested an intentional, pre-meditated plan to allow the people of Blue Sun to endure the triple hardships of Reavers, TSE Disease, and Quarantine. The exact date of the security has not been verified, but it appear to be just after ACDC reports of TSE suggested it was less a threat to other systems than first feared.

(Unidentified) Man: Lady Falkan, intelligence from Blue Sun is reporting a rise in Independents cortex traffic. There is reason to believe they might be using this situation to secure a foothold in Blue Sun. 
MP Falkan : What sort of foothold can they secure? It isn't like they have a navy, or an army for that matter. A handful of ships and a few aging war veterans is hardly a threat. 
Man: We've reason to believe it might be more than that. But, you're correct, they'd be no match for even a single Alliance cruiser group. Still, we won't be winning the hearts and minds of the people of Blue Sun by bombarding their planets. They already think we don't care about them. With the Reavers loose in the system and TSE running through their food supplies, they are already fairly hostile to the Alliance.
MP Falkan: Honestly, we spend more time worrying about a handful of gorram dirt farmers than the billions here at home.

MP Falkan: (Pause) Hmm. Suppose we do nothing.

MP Falkan: If they want independence so much. Let's see how they like being on their own. Plague, Reavers, Starvation, give them a couple of months, and they will be begging us to come in and save them.

The man in the clip has since been identified as Michael Peale, an aide to MP Falkan. His whereabouts are unknown. 
MP Falkan's press secretary claims the clip is taken out of context, and that she and her aide were rehearsing possible responses to the Quarantine and anti-Alliance conspiracy theories. 
A group of leaders from the Blue Sun System have demanded an investigation, and formal apology from the Parliament, and MP Falkan. In addition they've demanded that the quarantine be dropped. 
MP Gibbons, who represents both Osiris and Meridian in Blue Sun, a ranking member on the Parliamentary Justice Council, has begun a formal investigation into the Quarantine, and the possibility of
