The Great City of Amber is the center of the Kingdom of Amber and in many ways the center of Shadow.

It is hard to put a current population on the city at any one time because so many people come and go from it on a regular basis. A general population number would be 100,000 citizens and somewhere near 300,000 resident aliens from anywhere and everywhere.

Civic Consortium is the Planning commission that over sees permits for building, sales of property and the management of public municipal activities.

Harbor District of Amber

The Harbor District of Amber serves the main industry of the City of Amber.

Port Green vale/ Port Tosa

Port Green Vale was a sleepy fishing village with a collection of aging docks servicing an active but under producing fishing industry north of the City of Amber. The region was assigned to the forces of Tosa/York and CHAD when they took service with Amber. When the forces of the Kingdoms of Tosa and York arrived,with their CHAD contingent they demolished the existing docks. They moved the local residents south and when they built their docks also built a fine new dock and buildings, including residences for 100 families in the newly renamed Port green vale south of the Port Tosa. The Ancient residents were initially enraged but became incredibly cooperative after the Tosians showed them what they intended.

The story is that Lord Fortunadas, the CHAD number two, took all of the residents of Port Green Vale to the world of Tosa and showed them a fishing village they were going to replicate to replace the one they were tearing down. They brought a duplicate of the village, stone by stone, back and placed it south of what became Port Tosa. The Villagers were delighted and are active in the Port Tosa community now.

The Port was created largely by importation of materials from Tosa and York, prefabricated, and assembled in place. The shallow draft harbor was dredged to create a deep water port able to handle ships of the line.

The Lottery

The Lottery is a long standing numbers game featuring 4 games that are run by the House Clemens

  • Numbers: Each day a number is posted at the Harbor Masters office representing fish intakes for the day, to the ounce.
  • a Monthly 50/50: Copperwing and Silverwing.
  • Bingo: The Clemens family runs a number of bingo parlors across Amber, mostly in the Harbor District. prizes are plentiful and generous.
  • Dock Call: A lottery drawn each morning to fill loading and unloading slots.

North Riding

This is the northern part of the Metropolitan city of Amber.

Administratively distinct from the City of Amber, it has its own fire services, Police force, Harbor Patrol, and City Resources.

Ruled by Mayor Duke Breixo Lino Yiannis and the House Lino. The Lino House dominates city services.

The citizens of North Riding have a inferiority complex toward the City of Amber much like the Burroughs of New York have to Manhattan or Pasadena, Burbank, and Hollywood have to Los Angeles.

North Riding is part of the inner defensive walls of the great City. Unlike the City of Amber itself, North Riding has few major open spaces. Most of North Riding is built of residential and business buildings in the 2 to 5 floor levels. There are a number of long thin parks and gardens in between housing blocks. Many of the servants, and workers live in this more affordable part of the city of Amber.

The Marina of North Riding

North Riding has a Harbor district separate from the Harbor of Amber. It is in the shallows and thus is not suitable for deep draft vessels. It is called the Marina of North Riding. It has small craft slots able to house thousands of ships. Because of this the harbor has many satellite artificial islands or docks. The waterways often get cramped and the Harbor patrol manages the traffic. Approaching the city by sea, vessels will be greeted By the Harbor Patrol at a reasonable distance at sea.

Most people traveling in small vessels try to avoid the Harbor of Amber because of the passage of its great ships. So many of the smaller ships curve around the Isle of Cabra leaving the eastern shipping lines to make for the Marina.

There has been a centuries old dispute if the Marina of North riding should be under the control of the Harbor Master of Amber but the Harbor Masters of North Riding have managed to maintain their autonomy. The Marina manages a small fishing fleet, a number of small regional transport shipping lines, and a fair amount of small scale commercial shipping but by no means competes with the larger Harbor of Amber. Still. the Harbor Masters frequently argue over jurisdiction and the details are complicated.

Marina Guard

The Marina Guard are a small body of mostly retired soldiers that act to keep the Clemens controlled Harbor Troops out of the Marina region. While the numbers of the Guard are small they have a large number of "friends" willing to jump in if more troops are needed. Clashes with the Clemens are common.


Jeweled Amber

This is a small island east of Port Green that historically served the commercial fishing of Amber. Recently it was seceded to the forces of the Kingdom of Tosa, it has been rebuilt and modernized but still serves both Amber and Tosian commercial fishing.
