Ken Rawlings' career is the stuff of legend. At his graduation from the police academy some genius pulled a gun and sprayed the podium. Being the closest to the mayor Ken dove in front of the dignitary to protect her. The bullet shattered his spine and left him paralyzed from the waist down.

Impressed by the young officers dedication the mayor intervened and got him assigned to the cyber crime division. Ken made firm headway in tracing criminals.

After three years Ken's doctor offered him an experimental biological computer chip designed to bridge the gap between his destroyed nerve tissues. The bio chip worked far better than everyone ever expected. Not only could Rawlings walk again, his reflexes were faster, his agility skyrocketed. This made Ken one of the first Detroit PD jumper officers.

When ESWAT was formed he was offered the position of Division Captain. He has somewhat reluctantly agreed.

Human First

"My only regret is that the zombies cannot feel my hate."

A natural evolution of far-right extremists from the earlier centuries, they managed to find new minorities to oppress after generations of free love and enlightenment eliminated most if not all sexism and racism from modern cultures: the "golems", as they call them - the androids, robots, and AIs that they fear were taking their jobs.

They are "Human First" because they believe a job should always go to a human first. If that sounds reasonable, hold your horses first; because just like any bigot, they believe they alone are qualified to decide who deserve to be humans. One thing they hate almost as much as golems are "zombies", people who would have died without extensive cybernetic or genetic modifications afforded by modern technology: basically, anyone who is unfortunate enough to be caught in a serious accident or born with a genetic disorder.

Despite the media portrayals mocking them as a bunch of redneck nutcases running around with hammers, they have ties up to the highest level of government and megacorps: they find support in police, media, and even the tech industry itself, although some of these allies may only see them as a mean to an end. They have strong ties with the political party Humanity Labor, but of course politicians deny all such connection.

Reggie McGinnis

Patrick's uncle on his mother's side. He runs the Blind Bat Pub, which most people know as one of the finest Irish pubs in the city, and most people who grew up in the same neighborhood know as the front business for the Irish mob.

McGinnis moonlights as an information broker of sorts, with a cut of his earnings from that gig going to the mob. They're fine with it so long as he doesn't sell any information that could hurt them, and he's very careful not to. He has no kids of his own, but has always had a soft spot for his nephew. McGinnis pulled the strings to get Patrick's loan for school, and he's the one who told Patrick that the mob would forgive a chunk of his debt if he took the task force job.

The Instinct Killer

Ray Gun Hero feat. Straplocked, "Killer Instinct"
Aspect: Nobody Knows My Name

An anti-jumper vigilante/serial killer who may or may not be directly or indirectly affiliated with Human First.

Tall, bald and buff, he wears a long black coat and mirrorshades, professes the sort of holy warrior ideology formerly popular with white supremacists and probably abuses some kind of super soldier drugs. He has been Lex's main hobby/obsession/bogeyman for years. They met face-to-face once before her accident and rebuild, and both crawled away seriously injured, swearing it was not over. More recently he narrowly evaded her in a back-alleys-to-rooftops foot chase after she responded to a call for backup on a multiple homicide in progress, with neither getting more than an infuriatingly fleeting glimpse of the other.

He is eerily similar to Rawlings's own nemesis Major Catastrophe. Major Linus Cooper was one of the first test beds for the Alpha Serum the US government's first attempt at a super soldier serum. He went off the rails and declared himself The Most Powerful Human. Ken finally managed to capture him a few months before the Instinct Killer surfaced. Ken has been watching the new case with growing horror.

Other Gear

A Cop's Shield - The badge worn by Detroit PD, ESWAT included, functions as a combination GPS beacon and heart rate monitor, allowing dispatch to stay up-to-date on where and how their officers are at any given moment (at least when the necessarily compact transmitter can maintain the signal), and can be automatically scanned by most personal ID devices for a digital notification of a person's rights when subject to police action.
