He expects a certain amount of rigour in the evidence presented by his subordinates - while he might let a hunch fly from someone with a proven track record, he expects it to lead to results. His healthy scepticism to things that can't be proven means he really doesn't understand Anaphis' faith in the Prophets - after all, aren't they just aliens? He has more than once tried to draw the Bajoran into a debate on this fact, only to be met with a smile and "Why can't they be both?"
