One of the refugees has murdered the daughter of an important politician of Port Hellen once friendly to the refugees. According to the traditions of the city, as a result the murderer will be executed. According to the traditions of the refugees, as a consequence the murderer's daughter will be executed (RL Precedent: Code of Hammurabi). A political clash occurs, as the politician demands justice whilst the refugees give to him what is clearly an unsatisfactory offer...
