A powerful empire invades the city-state (mentioned at the beginning), determined to recapture it along with its valuable tin supplies. Due to a combination of factors, however, despite the empire's determination and superior numbers they repeatedly fail to do so. Meanwhile, the religious refugees manage to take control of the city politically and culturally- establishing many traditions that will go on to become traditions of the Empire, and laying the groundwork that will turn what was once a mere city-state into potential Empire material.
