The Operative of Parliament, dubbed Otto, or the Swordsman by the crew is apparently a clone from the same genetic stock as Arden. However, the Operative is not a typical person from Erehwon. He is an Operative and so has lost his identity in loyalty to the Alliance. The Operative does not seem to have an unswerving loyalty to Parliament and the Alliance as it is so constituted however. He seems, though he speaks in riddles, to value some idealized version of the Alliance, or something like that.
- The Operative is fond of quoting the Earth-that-was philosophy of Friedrich Nietzsche.
- The Operative sent the crew to Sophie to learn about Arden's past, this led them to Miranda and Pala.
- The Operative was one of the people interrogating Mike Carter after his capture.
