Ugarit is an ageing uncle of <xx> by marriage.  His wife is long dead, and his voice is thought to carry little weight with the blood-Doruks.  Ugarit is paid a State pension to serve as Priest of Miniscus the Traveller.  His main duty is to maintain the Shrine to Miniscus.  Since it's a small shrine and the priest, emulating his God, is no stickler for the rules: so he has plenty of free time.  He can sometimes be found at the shrine, and is not averse to sharing his sketchy knowledge of the faith or his better knowledge of the City.
