Developing toughness increases the amount of damage and stun a character can take before being incapacitated.  Suppose a character with 5 template toughness has 0 extra toughness CP, so his extra toughness is 0 and his total toughness is 5. Build Development

Developing Toughness

Flexible CP and Build

Flexible extra CP can be added to the CP of toughness, power, speed or agility. For example if a character gains 100 flexible CP, it can be split any way between toughness, power, speed, agility and abilities, or it can all go to toughness, power, speed, agility or one ability.
