City of Mist Victorian London

It was by this time about nine in the morning, and the first fog of the season. This is Victorian Noir Superheroes in what can be called the original City of Mist — fog-shrouded London of the mid-1800s in all its squalor and glory. The Mist has descended upon the city, raising up living embodiments of legend and myth to face a brave new century.
