Pitch
This is a world where atrocities walk the earth.
Mad scientists make the deepest dreams of the Third Reich reality, with science only they understand. Disgruntled wage slaves are tempted by actual demons to loose things mortals cannot even think of. A monster may devour children for no reason other than the joy of mayhem.
The people of the world are not okay with this.
In the 1950s, a super villain lair was converted into a submerged superprison. For years it was a mismanaged joke, until it was revamped into SHEOL, the greatest, most terrible prison in the world. Totally unchartable, nearly impenetrable, this is where the scourges of the earth are sent. Although that isn't to say there aren't escapes. There are a surprising number of them.
