As of this point maintaining a network of spies costs 5 silver each month per location. This is the average result of a successful carousing roll to get good information when used to your financial advantage such as with blackmail or insider trading.

You can assign a retainer to a location and if it counts as multiples then Outlaws and Courtiers count as their level worth and Strategists count as half their level. Generals and others are no use as spies in this way. This comes with the risk of your retainer being in that location rather than a deniable asset but also has the increased loyalty and flexibility of your trusted servants being on the task.
 
 
Due to the Hui family Ping Yuan and Gao Tang are free. You need only maintain the relationship with gifts and such.

So your man in Bai Ma as an example would be able to have an idea of what's happening across the river in Guan Du. If an army was staging there you would know that fact but little else. Realistically if you push your spies outward you can cover a lot of territory with fewer bodies (and thus less cash) because they will know things coming your way and you don;t always need to be more specific than that. If someone intends to invade then a two week warning is more than enough to meet them where you choose and even call up most of the militia in that country if you want.
