In recent times, it had become run down, but the technical side of the community stayed alive in chop-shops and used electrical goods stores. Matt is, unbeknownst to everyone including himself, dead. He was fated to die in that explosion, but holding the artefact when he was killed instead put him out of synch with this universe. He can ‘cheat’ its laws to a limited extent, which means, for him, being better at what he used to do, as well as new abilities to be forgotten/not noticed. This is also why a run-in with magical heroes like Dr Fate or the Phantom Stranger is likely to be a problem. Matt may have as-yet undiscovered abilities, but because he doesn't know what's happened, he doesn't think outside the box of what he normally does and so has only discovered powers that directly relate to what he was already used to doing.
