Belief is what allows the players to affect the physical world. Without it, they would be nearly powerless. Belief must come from free-willed creatures.

Belief is measured in levels, which match the power levels of the acts that can be performed. Each 10-fold increase in followers increases the level of Belief. While there's no particular reason to limit the players to level 10, it's unlikely they'd manage to accumulate 100 billion followers, and by level 10 they can use the equivalent of epic spells outside their spheres and affinities.
