Desmond Brown was discovered abandoned as an infant by a British army unit training in the jungles of Belize. He was subsequently raised and intensively trained in an obscure and eccentric corner of the British Secret Service. His skills, as well as his ability to fly, stun with a sonic screech and sedate with his saliva served him well in a number of missions, including ones where he indirectly interfered with the operations of one "Baba Sova," who may or may not be FSB and may or may not be a mutant.  

Of course, that was all before his office's budget was accidentally deleted by an inattentive PM two or three political shuffles ago. Fortunately, his handlers knew someone in the CIA who knew someone in NATO who knew a general...
