==Origins of the '''''Fed'''''==
The federal governments of a number of governments continued to fight in the early years of the wars despite wholesale destruction.  Submarines able to hide survived the best.  Troops in isolated regions believed the war was still going on despite being out of touch for a long time. Both survived because their tasking and training was designed for them to survive when out of touch

In time food and other resources began to run out and even enemy combatants declared truces long enough to trade supplies.  Eventually they co-operated to acquire resources.  These co-operations, and the lack of contact with command authorities for their nations made them take tentative steps to establish what happened to the surface and air wars.

They realized that the governments they served were either gone or in pieces.  They no longer had presidents or prime ministers, Dictators or kings.

These forces had a choice: Fight or survive.  They could destroy each other in support of the ideology of nation states in ruins or join together in the ruins to forage and protect each other.

This was the seed of what became known as the Fed or by its detractors, the Vestigial Fed.
