Zelos is a planet in waiting. It is a technically a 'Garden' world as it it is almost the same size as earth, has some oxygen in its atmosphere, a good amount of water and native life. 

There were a couple of settlements set up by political refugees from the core worlds and a group of libertarians from Earth, but these broke up and the colonists abandoned the place. One colony apparently ended when pirates or bandits attacked it. The abandoned settlements have a forlorn air, and the planet as whole, with its hazy atmosphere, dark skies and brown vegetation has a melancholy air.

One thing the humans have left is dogs, which have adapted well to the local conditions, and live in packs in areas of wilderness near one of the earliest of the failed settlements.
