Technically he's her employer but she lives in a small apartment in the Lab building and is required by him to wear a body monitor at all times so that he can track her current physical state. She also has to be available to him for his various experiments and to help protect the RBND-9 formula from outside interest. Kind of a Joke: Jessie is stretchy and bouncy. She gets no respect from the hero community or the press. Some of this is her affiliation to Doctor Farnsworth and her very public identity being open for the whole world to see. She's the butt of the joke and she doesn't really like it.
