== The Experiment == As she traveled the lands, she soon met up with her lunar mate, Shining Ocelot. He, too, had a strong belief that law was necessary for true peace to be obtained. In their journeys they came upon the strange mists in the city of Dari, and found their properties fascinating. The mists have the ability to soothe those who inhale them, making them less prone to violence and, in fact, somewhat happier. They decided that this would be the perfect place to found a civilization based on justice and law, and did so. Dari soon became the capitol of The Domain of Stately Order. As their tributary quickly grew, they found that even their ideals alone were not enough to eradicate corruption and lawlessness. They did their best to attend to problems, but even Exalts cannot be everywhere at once, and the situation slowly worsened. In her despair, Rose decided that mortals were, ultimately, flawed. They could not be trusted to police themselves, and no law-enforcement agency would be enough to ensure loyalty to the order of the land. Thus, she came to her conclusion: if mortals could not be trusted, then only the non-living, inescapable forces of sorcery could provide what she was trying to achieve. Leaving Shining Ocelot to watch over The Domain of Stately Order for a time, Terrible Bloody Rose went in search of someone who could create what she wanted. It was not long before she heard of an Soulsteel Alchemical Exalt named [[Mordant Custodian of the Unbalanced Scale of Justice]], a renowned crafter of powerful artefacts. She approached Mordant, and commissioned from him two items, a scepter and an orb, which would together become her new justice system.
