=Setting= Superficially, the world resembles the Wildstorm universe, but doesn’t automatically has the same story or the same characters. Superhuman beings (aka SPBs) only appeared in 1971, after the passage of hitherto unknown comet triggered abilities in a small part of the population, called Actives. Governments immediately pounced on them (and a few corporations as well), so there may be an odd superhero here and there, but most supers work for the public and private sectors. Most major nations have their own public superteams, as well as covert action ones (CATs). The former are employed mostly as deterrents, soft-power agents, humanitarian relief and, more rarely, as enforcement against rogue nations with superpowered assets or terrorists. CATs are used for all manner of black ops, clandestine missions and any other venture where deniability is a must. In 1985, the superhuman angle of the Cold War turned red hot for reasons unbeknownst to the public. CATs clashed, and even national superteams became involved. As the conflict escalated, the existence of secret SPB-development programs came to light. The conflict almost spilled over into the Third World War before a truce was declared. One year later, the countries involved in the “Miracle War” signed the SPB Non-Proliferation Treaty and the Security Council approved the creation of the UN Special Crisis Intervention Team, StormWatch. Nowadays, the public treats superhumans as we treat spies: we know they exist and sometimes see them; we sorta understand what they do, but don’t know the specifics; and there’s lot of media about them. The world feels somewhere in-between ours and a darker one, like The Boys’. There’s neither magic nor aliens, and tech is the same as ours, but a few things are more advanced. For example, there’s commercially available cybernetic prosthetics (and Japan is the leader in the field). Governments and top corporations may have access to even more advanced tech. Power source is either “(comet) activation” or “science”, thanks to all the supersoldier programs. ===Secret History=== Of course, that’s the “official” version. According to different streams of conspiracy theory, SPBs have been around for far longer, but they are the product of MAGIC! No, no, you mean ALIENS! Don’t be stupid, the so-called “comet” was just a cover story, because they couldn’t keep the secret any longer. You get the picture. The vast majority of people has never heard these theories or, if they did, don’t give them any credence – it’s just tabloid stuff…
