== Units == Light Infantry use leather armor and can use spears, halberds, sabres and round shields. They are able to fight in formation and to serve as guards and fight relatively well one on one or as skirmishers. They are still farmers though and when the fighting is over and they are released they will go back to their homes. Heavy Infantry wear leather backed scale armor and are otherwise more elite light infantry. At this point they are professional soldiers who will not return to their farms. === Spies === As of this point maintaining a network of spies costs 5 silver each month per location. This is the average result of a successful carousing roll to get good information when used to your financial advantage such as with blackmail or insider trading. Each county counts as one or more locations according to this scheme I just made up based on its Market Class. Larger markets have more going on and thus need more (or better, see below) people to manage them. Up to 3 adjacent Class 5 or 6 Markets and rural areas: 1 location (ie all 3 24-mile hexes are covered) Class 4: 1 location (Xi He and other frontier gates and ports) Class 3: 2 locations (Hu and other interior gates and ports) Class 2: 3-4 locations (Jing Yang, Shang Dang and other border cities) Class 1: 5-7 locations (Ping Yuan, Nan Pi, most interior cities) Class 1+: 8 or more (capitals of interior provinces and up. Ye is on the lower end of these while Luoyang is the current upper end) You can assign a retainer to a location and if it counts as multiples then Outlaws and Courtiers count as their level worth and Strategists count as half their level. Generals and others are no use as spies in this way. This comes with the risk of your retainer being in that location rather than a deniable asset but also has the increased loyalty and flexibility of your trusted servants being on the task. Due to the Hui family Ping Yuan and Gao Tang are free. You need only maintain the relationship with gifts and such. Additionally due to them all other parts of Jizhou are half cost. Areas you control directly are halved as well. Because Xiao Chi is Administrator of Jing Yang that counts for this purpose. So for total coverage you need to have spies in your own settlements, the counties between them and the adjacent settlements outside Bingzhou. Just as with military recon though you have a radius of up to 3 counties that are under the umbrella of a single spy in this case. So your man in Bai Ma as an example would be able to have an idea of what's happening across the river in Guan Du. If an army was staging there you would know that fact but little else. Realistically if you push your spies outward you can cover a lot of territory with fewer bodies (and thus less cash) because they will know things coming your way and you don;t always need to be more specific than that. If someone intends to invade then a two week warning is more than enough to meet them where you choose and even call up most of the militia in that country if you want. Also between Xi He and Hu you have a surplus of over 3000 silver each month so even a very large network of spies is within your capabilities.
