*Description: Good dark suit with a tee shirt. Short, curly dark hair. Not too tall, but athletically built. Overall, pretty sharp, but it is clear he doesn't have a office job.

*Background and Notes:  What can I say, he's got talents.  A snap of his fingers, and things come to him.  A wave of his hand or a wink of his eye and he's gone.   Popper is a free spirit.  Whether he's a hero or a villain is unclear, but then again, in the world of the Shadow Precinct, some people would say the same about most of the guys in tights.
