There are great houses of course that guide the politics of Chaos.  There are minor houses that may be comprised of a small number of nobles and retainers.  Chaos being a place of great whimsy some houses are obsessed with some activities; art, dance, music, torture, flying, metalwork, magic.

Though the current duke does wield the house stone legitimately. A situation not uncommon in Chaos.
