In the exchanges of nuclear weapons China, Russia, India, and Iran, something deeply structural in the planet became unstuck.  The Indian Plate, a tectonic plate including the Indian Subcontinent buckled, and crushed upwards into the Eurasian Plate, twisting the Arabian Plate along the way. The impact caused the lower part of the Eurasian plate to crumble from The Caspian Sea, through Iran, Pakistan, Afghanistan, Tibet and ending in the South China Sea at Hong Kong. These regions crumbled and were covered by the ocean creating a long band of unstable islands.  Tidal Waves scrapped Southeast Asia and Indonesia in miles high waves that broke in the middle of the continent of Australia.  The lost of life was over 2 billion people.  The water receded  but little of civilization remained.  
*Japan:  In the days leading up to WWIII a massive effort was made at national unity, call '''''Furaito''''', or "The Flight .  In the end a fleet set sail east comprised of military and merchant ships carrying nearly a million people.  An airlift of JAL and confiscated passenger planes totaling 400 planes with an escort of 300 military craft and support planes flew ahead of the sea armada.  They landed in Chile ahead of the War.  Nearly half the fleet was lost at sea and in the end 295,000 survivors arrived on the west coast of south America.  These people were pivotal in the creation of the '''South Coast Partnership.'''
