== Motivations ==

He seems to act only when he thinks it will net him something to amuse him, though this may be a ruse. His active involvement with TIME in the past and his decision to return now that an unreasonable facsimile is in action suggests he likes something about what they do. More specifically, he seems to have a massive kittycrush on [[Elias]] and a confidant relationship with [[Winters]]. 

He has some connection to the mysterious [[Vicar]], referring to him as his 'little brother'. The two have been known to have long chats, with a fair share of annoyance and plotting passing between them. Whether they are truly at odds is so far unknown. Both seem envious of something the other possesses, Vicar desiring Shire's omniscience and Shire desiring Vicar's freedom from it. 

He also has some connection to [[Elena Snark|Elena]], her W.I.S.P. modifications potentially the latest design in a long line of attempts to achieve some goal by harnessing the narrative breaking capabilities of the Terrorbeasts.
