Sylvia is a native of [https://wiki.rpg.net/index.php/Boldly_Going:Earth_Colony_Alpha_Five Earth Colony Alpha Five] as the daughter of homesteader small farmers.  She still feels a little guilty for living in Colony Center, the "big city" of Five (though not so big that feather-coyotes and purple hopping lizards aren't still an occasional nuisance on Main Street.)

Most Planetary Guard personnel are part-timers, and only a minority of those part-time personnel are Fleet-rated.  However, all members of the Active Planetary Guard Reserve (aka the "full-time Guard") are Fleet-rated, and enlisted members go through the same Basic Training and initial Fleet Cruise as regular Starfleet enlisted.

Sylvia enlisted in 2150, and was fortunate enough to draw Starship duty - indeed, her first cruise was also the shakedown cruise for the first of the new Starship class, U.S.S. Constitution, NX-1700, at the lowly rank of Crewman Apprentice in charge of monitoring power relays on Deck 11 (aka "Observation Deck.")

MCPO Kulkarni has light brown skin, and the indeterminate mixture of genetic features typical of many Fivers.  Breaking from modern fashion trends for female personnel, Kulkarni wears her undyed graying hair in a short, low-maintenance cut, and does not wear any makeup.  Kulkarni once overheard herself described by one of her Fiver Militia "kids," who said "Sergeant Major* Kulkarni's old, and she ain't ''big'', but I bet she could kick any of our asses.  She's like a compact brick of pure concentrated non-com."
