This isn’t really a cabal but the name given to those mages that pass through the city and more specifically to those that have no Cabal. They are considered the most dangerous group of unconnected individuals in the city. Many are pushed out of the city more quickly than they would like while others are only making short visits or passing through the airport or sea port. It’s the ones that stay that cause the biggest problems. One of the councilors belongs to this group. He is on the council for the simple fact that he is the most powerful mage in the city.
