Charlie Cooper is a retired Nexus Ranger that was called back into service by his old college roommate Vice Admiral Cartwright to help hunt for his goddaughter the missing Kat Cartwright. Charlie is a convivial man with a strong sense of honor. He retired when the new commandant of the Nexus Rangers started instituting policy changes that he didn't agree with. He is one of the last members of the old guard of the UPNR that is still alive and he hates what the Rangers have become. But Kat Cartwright is missing so he has dusted off his old ranger star and plasma repeaters and set out to in his own words, "meet up with ol Percy's wife Ginger, excuse me Captain Vendetta Cartwright. and size up Kat's crew."
