Formerly known as Las Vegas before the bombs fell the City of Lights is based in the former Las Vegas Strip area that has now been turned into a walled off high tech playground for the rich and powerful of humanity.  Outside the Strip in the 12 Free Zones (lawless areas in which there is no law and the people with the guns make the rules) much less well off humans are forced to co-exist with mutie tribals, gang cultists, religious fanatics, monsters out of nightmare, alien creatures from beyond this world, cannibals, slavers and pretty much every other form of scum and villany that there can possibly be.
