Quinn is a representative of a mysterious Guild factor who seems to have access to all manner of rare and exotic goods. She is not affiliated with the major Guild traders in the West and says that she's officially only allowed to be here in an observer's role, due to various non-compete agreements binding her mistress and by extension, herself. That said, Quinn and her mistress seem to be able to fill requests made by the Circle by having the required items appear on a deserted island in the middle of nowhere. Due to the nature of the transaction (the cargo was left out for anyone to claim, and the Circle conveniently decided to do something coinciding with Quinn's mistress' goals), it does not technically violate the noncompete clauses despite benefiting both parties.

Quinn is educated in virtually every field of human endeavour, but specializes in managing finances and running a ship. This makes her an ideal assistant to Red, or as she calls herself, All Purpose Cabin Girl Quinn. 

Little is known of Quinn's mistress, and Quinn will not (or cannot) speak of her.
