'''Deutschland''', or more properly the '''Federal Republic of Deutschland''', is one of four human Colonies and/or Interstellar Nations located trailward and towards the Rim. the nation shares a border with the Scro, and there is a dispute over a system that is controlled by humanoid cats (the Falar). Deutchland is a Federal Republic with a limited Monarchy with a strong middle class. The nominal head of state is the Kaiser, or High King; although the body elects Representatives in the Reichstag; and the Chancellor heads the Riechstag. == History == After President Kennedy approved the Sleeper Ship Project, not to be outdone the Germans and Austrians did the same. Five years after the U.S.A. launched their Sleeper Ships, the Germans and Austrians launched the ''Deutschland'' and the ''Austria'' Toward the Rim and Trailing part of the Orion Spur. The ships made it to two habitable planets which they dubbed the systems '''Brandenburg''' and '''Stieirmark'''. Since then, German influence extended out to four more systems dubbed '''Bavaria''', '''Saxony''', '''Vienna''', and '''Carinthia'''. For a time, they tried Fascism, but Fascism didn't work so they turned back to Capitalism and Free Enterprise. After contact with Sol was lost, the German and Austrian colonies united under one government. That government was headed by a Kaiser, the Austrians' wish; but the Kaiser would be held in check by a Reichstag; the Germans' wish. To prevent the nightmare of Fascism from rearing its ugly head again, the Deutschlanders abandoned the Philosophy of [http://www.marxists.org/reference/subject/philosophy/help/mach1.htm Positivism] and embraced Reason and Liberalism. Currently, the Deutschlanders have a treaty of Non-Aggression with the Republic but they don't trust the American-descendants for the simple reason that the Deutschlanders are involved with a border dispute with the Scro that might erupt into a full scale war. In dealing with the Dispute, the Kaiser had signed the Privateer Laws, allowing their citizens to apply for a Letter of Marque to legally pirate Scro shipping and Scro Military. == Controlled and Contested Space == The Federal Republic consists of Six systems, four with habitable planets. They are: [[Brandenburg]], [[Stieirmark]], [[Bavaria]], [[Saxony]], [[Vienna]], and [[Carinthia]]. The systems with human populations include: [[Brandenburg]], [[Stieirmark]], [[Bavaria]], and [[Vienna]]. Both Saxony and Carinthia, however, have important resources for the Federal Republic. For instance, Carinthia is the only system that contains vital fuel reserves in Deutschland. Each planet is under the direct supervision of an elected planetary governor, although still being officially controlled by the central Deutschland state. === Territorial Claims === Deutschland claims a few systems also claimed by the Scro. Both are expansionist, and the planet [[Falaris]] is hotly contested by the both of them. The people of Falaris are scared over what the two empires might do and some of them even had enough. There is a breaking point, and the Colony and the Scro Star Empire might be dealing with a third actor in their territorial dispute. == National Politics == Deutschland is formally a Federal Limited Monarchy wherein the Kaiser is the head of government; and the Reichstag is composed of representatives from all the member planets and rules with legislative power. So, the government is centralized around [[New Berlin]], in the system of [[Brandenburg]]. The most important decisions are ratified by the Kaiser before being put into effect. Planet [[Vienna]] is a University planet, but it's also the cultural center of the interstellar nation. Each system regarded as part of the Republic has a governor elected to oversee it's economy and morale. In the case of systems with a habitable planet, a governor is generally chosen from the local population, while systems with no population centers will be ruled by a government elected governor who will maintain office on New Berlin. Governors have the right to submit reforms to the Chancellor's office for consideration, thus giving him higher legislative power over the individual planets.
