Inspector Zan'E'Gta d'Tharashk (Pops for short)

After waves of attacks by the FF, the 5 Nations were inspired to actually work together for the common good. They hired one of the best detectives around to try to track and arrest the Freedom and its crew. However, the 5 Nations hate each other with a passion, so funding dried up soon. And the fact that Pops is going after the most dangerous pirate crew around doesn't help. Still, he has pursued the FF and tried to arrest Jarlot and crew numerous times. He still persists, despite poison daggers in the back, cursed gifts, bounties on his head, and Alchemist's Fire, all "given" by the FF's crew. And the fact that he has had barely any success in this mission destroyed his reputation. 

Despite their best efforts, Pops still is alive and well, and chasing the FF crew.
