Harlass Secunda is eventually going to be an Civilised World, but currently it is a temperate planet with only a tiny human population and its natural features still intact. Once the first stage is over many more colonists will arrive and the landscape will be flattened over most of the landmasses to allow for urban centers and exploitation of native plants suitable for agriculture on a large scale.
