'''Billy Ray Weaver''' Billy Ray is missing, and presumed dead. Some months ago, Weaver, a non-violent convict on a work detail somehow escaped. He subsequently turned up armed with a revolver outside the [[Harbor_City_Le_Cirque|Le Cirque]] restaurant where [[Harbor_City_Vincent_Garibaldi|Vincent Garibaldi]] was hosting a fund-raiser for his political campaign. Witnesses say Weaver fired four times, striking Garibaldi three times in the chest, and once in the face. Garibaldi died at the scene, and Weaver was caught and taken into custody. Weaver claims he remembers nothing. His last memory is of working on the road crew cleanup detail. He was subsequently deemed incompetent to stand trial on grounds of insanity, and remanded to the custody of the [[Harbor_City_Fairhaven|Fairhaven Institute]]. On the boat ride out to Fairhaven Island, the police boat he was in struck a pleasure craft, the SS Diablo, and both boats sank. Weaver has been missing since the accident. Since Weaver was bound hand and foot, it's not considered likely that he survived, however, no body has been found. The bodies of six other victims of the accident have been fished out of the harbor, however, as has the sole survivor, [[Harbor_City_Corporal_Singh|Police Corporal Veejay Singh]]. The [[Harbor_City_Garibaldi_Family|Garibaldi Family]] has offered a million dollars for information leading to his whereabouts, or the location of his body. [[Harbor_City_Agent_Dalton|Agent Dalton]] of [[Harbor_City_Department_51|Department 51]] has taken over the investigation of the accident.
