Corporal Veejay Singh is the sole survivor of a boating accident that occurred while transporting [[Harbor_City_Weaver|Billy Ray Weaver]] to the island-based [[Harbor_City_Fairhaven|Fairhaven Institute]].  Two other police officers and four civilians in the pleasure craft SS Diablo were killed.  Weaver's body was never found, but it is presumed that he has drowned because he was handcuffed and manacled at the time of the accident.
