James Watson is a former member of the board of directors of [[Harbor_City_Goliath|Goliath Electronics]] and a candidate for [[Harbor_City_Council|Harbor City Council]].  He lost the elections after it was discovered that the infamous [[Harbor_City_Billy_Ray_Weaver|Billy Ray Weaver]] was employed by Goliath at one time.  Also, his various indiscretions, backroom shady deals, and visits to brothels had been monitored by District Attorney [[Harbor_City_Mordecai_Pravus|Mordecai Pravus]].  When Pravus disappeared, investigators discovered his notebook which detailed Watson's indiscretions, and these were subsequently made public.

Disgraced, he lost the elections to his opponent [[Harbor_City_Isreal_Tanaka|Isreal Tanaka]], and was voted off of Goliath's board.

He has since set up a new firm, [[Harbor_City_Watson_Technologies|Watson Technologies]], in direct competition with Goliath.  His new company's logo is a stylized David with a sling shot.

Isreal Tanaka has accused Watson of being in control of sophisticated surveillance electronics, implanted in the head of a statue of Millard Fillmore in [[Harbor_City_Downtown_Park|Downtown Park]], and using it to spy on citizens for some nefarious purpose.  Watson has called the allegations "Paranoid delusional bunk".
