I assume that you're training them during downtime, which you have tons of, and using them for errands and stuff. You need to pay them something in credits if you're going into the State, and also provide for their equipment and upkeep, etc. Eventually, I'll decide that they're now Level 0 people, and you can pick a training package for them of the appropriate type. How fast that happens depends on how much action they're seeing. If you keep them real busy and take them into more risky and adventure-ey circumstances, it happens faster. I'd expect this to take from 6 months to a year. On the plus side, it has low up-front costs and keeps the situation in your control. '''Option 2: Outsourcing''' Drag a bunch of them back to the State and put them in school/boot camp/whatever. Upside is that you have to reveal them as denizens of an uncontacted planet. Downside is that they can probably get enough grants and scholarships that it's free. They may or may not view themselves as beholden to you afterward. This may take a couple years for experts (two-year program) and maybe three or four for warriors (enlistment period in some military or another.) '''Option 3: University of Planet''' Umm, wait until you get up to TL4 prometheus project going, and it'll just exist. You can hire them locally or whatever. Similar timeframe to Outsourcing, but you can keep them beholden to you and it'll be more or less free. '''Option 4: Minion School''' Bring in about 100,000 credits worth of instructional materials and software from off-planet. This will take up about 40 tons of cargo space, since it includes things like a cockpit simulator and whatnot. Put it in a building on Thalassa. Spend 3 holding points to run it as an elite school, put in the best and the brightest. You'll start churning out experts and warriors, one class every year. It requires no specific management from you and will pay for itself and/or be absorbed by the operating costs of your company.
