Jack Union III, his actual name assumed to be an alias, trashed Britain's enemies wherever they were found.  He fought in the Gulf War and became an icon with the pictures of him hefting a tank over his head.  Those who read about Jack Union's adventures believed he stood for Queen and Country above all.  Those who knew Jack personally thought of him as a drunk, a braggart, and a bully.  At least one woman was threatened by the government to avoid sexual assault charges.

Ultimately, Jack Union grew bored with his service to the country and found himself surrounded by men he couldn't respect.  On the verge of a dishonorable discharge despite his fame, he managed to capture Blood Wing.  It was surprisingly easy and the psychopath didn't even seem to resist.  He stopped by to gloat and found himself talking at length with his prisoner.  There Jack finally found someone who understood his frustrations.  It wasn't so much of what Blood Wing said but the seeds he planted in the back of Union's mind.  Blood Wing also 'cracked' and informed Jack Union of an upcoming P.H.A.N.T.O.M attack.
