They call for votes, for Carthian members of the Primogen. The First Estate is well entrenched but Roland and the inner circle know they can not hope to match the soldiers the Carthians could muster should it turn to that. Still, giving them any sort of power or voice erodes his alliances and bargains with the other Invictus, allies he can not afford to loose.
