There are plenty of guns around in Shen Zhou, but they're rarely used in the Wulin because - barring exceptional circumstances - guns don't work with kung fu.

As such, guns are usually found in the hands of soldiers, guards or civilians. Because of their association with such minion-y types, a Wulin member who lowers himself to using one will find himself even more scorned than an archer.

Fully automatic weapons double result dice versus minions.

Why do bigger weapons have steadily decreasing strike? because they're progressively harder to aim and slower to use. You'll usually be shooting a rifle at stationary targets or from surprise. Members of the Wulin have two big advantages against being instantly headshotted for a city block away: Chi Aura, and the fact that they still get to defend against surprise attacks (even if at -10, and not even that if they have the right kung fu)
