Why do bigger weapons have steadily decreasing strike? because they're progressively harder to aim and slower to use. You'll usually be shooting a rifle at stationary targets or from surprise. Members of the Wulin have two big advantages against being instantly headshotted for a city block away: Chi Aura, and the fact that they still get to defend against surprise attacks (even if at -10, and not even that if they have the right kung fu)
