Sheol; It was built in 1949 by the immortal supervillain Professor Faust. An undersea volcano, a mid pacific island to be much like those of Hawaii, is turned into an almost impenetrable fortress, only its smoking top lies above the surface due to the Prof.'s insane ego. After two years if siege the USSR takes the fortress and gifts it to the UN under one condition: Faust, who remains sequestered at the deepest bunker, never is free. And thus the world’s super prison is born! It sucked big donkey balls. It was woefully mismanaged allowing up to a dozen escapes per year (1988) and being co-opted from within by the criminals themselves. In 1999 it is taken over completely, becoming a literal hive of scum and villainy. (That’s what they called it, The Hive, after its labyrinthine design.) Then, in 2005, there came the escape that wasn't. And now things are different. Sheol as it is today was created in the weeks following the Escape that Wasn't by a summit of nations as part of Fausts demands. As is it exists under the permission of those nations that took part or later agreed to join. It is mostly independant- as long as it follows the laws of its Charter Nations in its Charter nations it in turn is almost its own political entity. As it is now instead of an active volcano crater the place is capped by an enormous black metal vault door.
