You must have Fire 1W to be an Elmal initiate. Elmal is approached through the Fire rune, not the Truth rune. 

The Narri are not an Elmali clan, they are an Orlanthi clan (i.e., 85% of the men are Orlanth initiates) descended from Elmal. 
They herd sheep (most herders) and breed horses (the Elmali minority including Redaldan women). 

I don't understand why you want to drop to Herder 13 when that's Kaveh's occupation. 
He spends most of his time as a sheep herder and horseman. 

Replacing Tracking with something that's more interesting is fine. 
Tol is a herding alynx breed, but he's still a much better tracker and hunter than Kaveh. 
May I suggest a golden shield presented by the chieftain, taken as booty from the Sun Domers by the Greydogs, gifted to the Narri as dowry?
