The Tong is a fairly new organization in Zhen Zhou City, and mainly seems concerned with weapons and drug-running. They have a reputation for cruelty and excessive power displays - nothing odd for ones who are trying to hammer out a piece of land for themselves, but unusual in the skill with which it is handled.
