It is no coincidence that traditional gangs and criminal cartels have failed to take root in Megalopolis. George Li has, in fact, been creating and controlling his own criminal mobs through reliable agents. By having a strong pull on both the underworld and law enforcement, he solidifies his control over the city.

While control over the gangs helps run business (or makes it harder for rivals), that is not the only benefit Omnicorp reaps. The gangs also provide ground for recruiting agents for unsavory goals, up to and including a few individuals recruited for the Alpha Squad of the Omni-Force (see [[The Omni-Force's true nature]]). It also allows Li to indirectly manipulate the various heroes of the city.

It was under Li's direction that Megalopolis's crime syndicates worked together to create [[Mordor]]. That was the first step in Li's plan to create [[Global Might]] - see [[Omnicorp and the world of supervillains]].

[[End Point]], despite its reputation as one of the best prisons for metahumans, has in fact let many prisoners escape over the years, and hid it carefully. Omnicorp simply negotiates with some of the inmates, releasing them in exchange for cooperation (up to and including an invitation to join the Alpha Squad).
