When he awoke four years later and returned home, Tom found that his shop had prospered in his absence and his family had missed him dearly.  His brother turned over the reins and Tom was only too overjoyed to get back to work.  Unfortunately, that's when his powers manifested themselves; he caused every car in a 9 mile radius around him to disintegrate.

Tom stood trial for the harm he caused.  If things had gone poorly, it could have resulted in at least Maryland, and possibly other states, denying that the Survivors have the same rights as other humans.  Reagan's fellow Survivor, Milos Wiazowski, went to Maryland to make sure the trial went in Reagan's, and The Survivors', favor.  Although things wre touch-and-go for a while, with Wiazowski leaving Maryland while Reagan was still on trial, charges against Reagan have since been droppedWhile good, this means that the question of the Survivors' legal status has yet to be resolved with any finality.

Tom is now on trial for the harm he caused.  If the trial goes poorly, it could result in at least Maryland, and possibly other states, denying that the Survivors have the same rights as other humans.  Reagan's fellow Survivor, Milos Wiazowski, went to Maryland to make sure the trial goes in Reagan's, and The Survivors', favor.  Second-hand reports suggested that things were going well, but Wiazowski has left Maryland and Reagan is still on trial.  The ultimate outcome is yet to be seen.
