That is because every power depends on Thor taking some physical action (throwing the hammer and hanging to it to fly, whirling it to deflect, slamming it on the ground to summon rain), so he doesn't seem to be able to activate several hammer powers at once.
  
 
Though this is a point of controversy with some fans, I'm of the oppinion that Thor can '''not''' bounce bullets from his chest. That is why I gave him a Vulnerability. His tremendous toughness make him very resistant to punches and energy blasts, though.
